Understanding Your Tax Bill, the Reassessment Process & Your Reassessment Inspection
Hillsborough Township mails out third quarter estimated tax bills in July of each year. This third quarter estimated bill reflects the current year assessed value of your property. In order to calculate your tax obligation, DO NOT take the third quarter amount and multiply it by four. That is not an accurate reflection of the total year taxes billed. Any difference in your total taxes due for the year is applied to the third and fourth quarter bills. It is important to note that the assessed value can increase, decrease or remain the same based on yearly market values.
Hillsborough Township participates in an annual Reassessment program, which enables the Assessor to ensure a fair and equitable assessment of each property relative to the property's “true market value”. A misconception associated with this is that your property value only can change when an inspection is performed. Calculations of property assessments are annually based upon market trends and will be reflected in the following year’s assessment.
Due to the New Jersey Division of Taxation guidelines for the program, each property will be inspected once every five years. The purpose of this inspection is to verify that your property information is consistent with the information in the Township's database. This is very important to maintaining equity and uniformity.
There will be an exterior and interior inspection and your cooperation is greatly appreciated. If the property owner is not at the property while the exterior inspection is being performed or refuses access to the interior, the township employee will leave a notice with a contact phone number for the owner to contact the office to schedule an inspection. If the inspector is unable to gain interior access at a later date, the valuation of the interior components will be estimated in accordance with the standards of the neighborhood.

It is important to note that the Township's portion of the 2023 tax bill is 13.56%. The County portion is 17.75%, Fire District 2.79%, Open Space 1.30%, and School Taxes 64.61%
