Permits can be dropped off to the Construction Department Monday - Friday or mailed to the Municipal Building with attention to the Construction Department. Please be advised that we cannot accept incomplete applications. All information on applications should be clear, legible, and written in ink. If you need help filling out the application, there are tutorials on the Building Department website you can refer to.

All new permit applications have to be submitted with the following:

1. Construction Permit Application Folder
2. Required Technical forms - specific to the scope of the proposed work
3. Required construction documents when applicable.

All technical sections must have 3 copies

All construction documents require 2 copies. Including, but not limited to Construction plans, design professional letters, specifications, riser diagrams, line diagrams, load calculations, etc…

**Any technical section filled out by a licensed Electrician, Plumber, or HVACR contractor must be signed with a raised seal on all pages**

Inspections must be scheduled either through the SDL portal or by completing the Inspection Request form and emailing it to the email address listed on the form or by dropping the form off in person.

In order to change, update, and/or to submit additional information after a permit has been issued, you must submit the pertinent technical forms that correspond to the submission.

Payments can be made in the office Monday - Friday 8AM - 3:00PM. We accept check, credit card, or cash in the exact amount. Checks should be made payable to Hillsborough Township. If you cannot make it to the office during these hours, payments can be made with a credit card over the phone. Checks may also be mailed to our office and we will mail the permit back. Online payments are available, call the office to request a payment link. Homeowners performing their own work may submit their permit applications online through the SDL portal.

It is important to check with the office before starting any work. Permits that are considered to be “minor work” such as HVAC replacements or water heater replacements etc. may be done if the permit application has been submitted to the office. Any work outside of the minor work purview may not begin until after the permit has been issued. A list of required inspections will be provided to you when the permit is issued.

For the resale of a residential property, the Building Department does not issue a Certificate of Occupancy. You must contact the Fire Safety Department to schedule a Smoke Detector Certification inspection.

You will receive an inspection checklist when the permit is issued if your project requires multiple inspections. If you have a minor work permit, this only requires final inspection.

For a single family home that is owner occupied, the homeowner may perform the work in most cases. If you are hiring a contractor they must be licensed in the state of New Jersey. Please be advised, there are certain types of work that a homeowner cannot perform such as an air conditioning install or replacement. If you reside in a condo, the homeowner is not permitted to perform the work and must hire a licensed contractor.

All final inspections must be passed or the permit will remain open. If it is applicable to your permit, prior approvals must also be obtained. If there are open permits from a previous owner, the current owner is the one responsible for closing the permit, regardless of who did the work.
